Software Developer for Creating a Sorter

We are looking for a developer to create or come up with a software with the following details below:
NOTE: This is from scratch idea so just pitch to us how we can make this a reality. Operating System: Mac/Windows

1. User will choose folder to sort
2. User will choose output folder
3. Software will look at folder name only to determine colors
4. Software then will move the files and folder and its contents into the output folder
5. It will select all files in that folder
6. User can choose 1 color to all colors
7. File image names contain color codes and how it will be sorted. ( Wait to find correct fiels and skus 8 and 9 greys have a different process or skip)
8. After sorting and collecting all the data it will create an excel sheet and create a new folder for the excel sheet with the completion date and\_\_\_\_\_\_\_\_\_\_\_\_\_\_.
