Advanced Graphic Designer/Animations Needed (SVG)

To start:

We are looking for a strong background image:

Stylistically, I want to go with something similar to Upgrade to see actual info

I also want to use Portland as part of the focus:
Upgrade to see actual info
Upgrade to see actual info (this one is too busy)

Ideally, we would have some animation within the top few image similar to
Upgrade to see actual info (these images should move the end-users eye to the sign up button/call to action).

For the images on , use the style of Portland with those cartoons image above and the early feel.

Just focus on that background image and header graphics for a website.

Again, we want to keep the earthy, sea feel as well.
