Image Processing with Open CV

Hello,
I'm looking for an expert in image processing using Open CV for an application which will be extracting pre-defined templates from images. This application will require strong knowledge in Open CV along with Python Upgrade to see actual info experience to generate the image processing functions in a DLL file.
