Android & IOS background service to scan bluetooth devices

Hello,

I need an app that allows me to add bluetooth device ids and a link. This app should work on the background and trigger a callback to link with found device id on the background. While saying background I mean even when app closed. I need the same application for IOS and Android. The interface is not important, I need functionality.
