BlueTooth App Developer (For IOS & Android)

We are looking for an app developer that knows how to link the app to local Bluetooth devices. This app will be for an Alert service and will need to make the customers phone vibrate / ring / flash camera. This is a complete app development project from beginning to end. You need to know how to design the app, buttons, layout...etc. Please inquire if you have any questions

Job Scope
This app will be pretty Upgrade to see actual info needs to activate via a Bluetooth signal coming from an alert box that is inside of a residence. Once the signal is received, the app will correspond with certain behavior on the phone. Example, if the alert is for a thunderstorm, it would send a text message or a message from the app. If the alert is for a tornado, it would send a message and buzz the phone. If the alert is for a state of emergency, it would send a message, vibrate the phone, and flash the camera until the user stops it. That is the only purpose of this app at this time. The app will need to be built in a way that will allow additional functionality as the business grows.
