Looking for a part-time graphic designer

I have a variety of web sites and work mainly with Bootstrap 3.3 on the front end. I would like to find a designer for 10 hours per week who is self-motivated and can take pages that I've already created and make them very pretty. I don't have a lot of time to give direction and I am personally terrible at graphic design. The right candidate will be able to look at a set of pages and simply modify them to look better. I'm being vague on purpose :)

The kind of sites that I work with are very heavy on data and the pages are mostly "administrative" in nature. Examples would be online order processing, customer service, etc.

The ability to work with Ruby on Rails is desired but not required.
