Academic Reference Librarian- Specialist in Research and Discovery of Academic Content

Looking for specialist in search and discovery of academic content. Reference librarian or another person with background in another academic research discipline.

Example:
1. Look at citations in Wikipedia as a source for creating a systematic messaging to the authors of scholarly works. Possible deployment on live data. Need to announce work by October.
2. Possible work in medical research with a set of proposals which address needs that are not now noticed or understood.
