Skip-tracer full time

I am looking for a full time skip tracing va. I own a real estate company in the USA and need to research home owners who would be interested in selling their homes.

I need someone who is able to find people's information, but most important I need their phone numbers.
Are you able to find a home owner's phone (cell phone) information? This is typically done through a process called skip tracing or people search.
