Looking For An Experienced Android and IOS Developer For Prototype App

I am looking for someone with a good understanding of English to create a proof of concept for a future service we will be bringing to the UK, and later, other countries. You will need to be able to create a simple, attractive prototype app that will allow the user to create an account, use a postcode finder to find a users address and an api that searches vehicle license plates to get the make, model and colour of their car. There will also be example screens for entering Paypal and Credit Card information (these will not have to be functional in the prototype). The app should be on Android, but should be easily portable to IOS.

You will also need to make a home screen, a map screen with custom, clickable thumbnails that uses the users location, a QR code scanner (using Google's Mobile Vision API) and confirmation screen.

You will also make a simple account screen that shows the users details, an example screen that shows a list of payment methods and past payments and a simple notification triggered by a button on the app.

This app will be a prototype used to sell the idea to potential buyers and may lead on to a lot of future work and long term position building the full app and back end systems.
