JOB OVERVIEW

Job Summary:

We are seeking an experienced Payroll Specialist to join our Team. Excellent multi-tasking, organization, and time management skills along with the ability to handle difficult, sensitive, and confidential information properly will be required.

Responsibilities:
• Knowledge and experience in calculating blended L&I overtime wages.
• Compile, complete, and send all Certified Payroll Reports to various municipalities LPC Tracker, and L&I’s website.
• Process union and non-union employee changes including, but not limited to rate increases, W-4 withholdings, direct deposits, garnishments, and 401k deductions.
• Manage workflow to ensure payroll transactions are processed accurately and timely.
• Identify resources and education to stay current with union Master Labor Agreement, rates, and Washington and Federal basic labor laws.
• Assist with union audits.
• Provide all union reporting and payment to multiple units
• File and pay all payroll related taxes
• Assist with Workers Compensation Audits
• Assist with government or any audit related to payroll
• Job Skills & Knowledge
• Experience with Prevailing wage/ Public work compliance (Certified payroll, DAS 140/142, LCP Tracker, Elations, DIR) and reporting of hours
• Must have administrative experience
• Handle sensitive and confidential information
• Must possess at least an intermediate Excel skill level
• Must be organized, detail-oriented, and has excellent communication skills
• Articulate phone skills and ability to adapt to different personality types
• Process weekly prevailing wage payroll in DIR portal and other online tracking platforms to ensure compliancy
• Keep accurate calculations of prevailing wage rates
• Provide complete and accurate DIR reporting
• Assist and communicate with Project Managers, Superintendents, and Subcontractors in complying with various prevailing wage contract requirements
• Review and track subcontractors certified payroll and labor records
• Partner and communicate with payroll personnel for allocation of correct rates, fringes, reporting classifications and holiday schedules
• Attend pre-construction meetings for compliancy
• Operate multiple accounting software systems to record, store and analyze information
• Perform administrative and accounting support tasks
• Communicate with all levels of employees with tact and professionalism
• Responsible for overseeing West Coast Tree Service’s payroll functions
• Ensure pay is processed on time, accurately, and in compliance with government regulations
• Execute Weekly payroll processing for employees across multiple states
• Generate missing punches, pending PTO approval, timesheet change request reports in Payroll software
• Responsible for creating and uploading interface files, expense reimbursement, commissions, and bonus as needed
• Process 3rd party sick pay quarterly
• Audit and reconcile payroll data before transmitting
• Generate various reports post-transmission, including Payroll Registers, General Ledger, Tax Liability Grand Total, Collection Detail, Payment Detail, and State Income Tax Liability
• Address and correct GL suspend account issues by mapping earnings/deductions codes to GL base accounts
• Create or modify Cognos Analytics (BI) reports as required
• Manage and maintain SIT/SUI accounts for multiple states
• Collaborate with State tax authorities and tax representatives to resolve tax- related issues
• Address and resolve employee inquiries through the HR requests ticket system
• Process Garnishments, Tax Levies, and Income Deduction processes as needed
• Manage Year End Processes, including but not limited to W-2s, W-2c, and Year End Stock Option processing
• Execute off-cycle payroll, including in-house instant checks as needed
• Support accounting department by addressing payroll tax variances, GL issues, and instant checks
• Regular attendance during business hours and reliable punctuality are essential functions of this position, and conformance with Company attendance policy is a key responsibility of the employee
• Perform other duties as assigned

Skills:

• Human Resource experience and education is a plus!
• Experience with ADP Payroll Software
• Thorough understanding of payroll procedures and principles.

• Strong knowledge of federal and state regulations for WA and Oregon.
• Ability to process high volume payroll data accurately and quickly.
• Process 401k payments.

• Job Qualifications & Experience
• Minimum 5 years of payroll experience required
• Minimum 3 years of union payroll experience required (Prevailing Wage, Construction and multi-state experience preferred)
• Certified Payroll experience required
• Paylocity, Service Titan, and Sage experience (preferred)
• LCP Tracker Experience (Preferred)
• Proficient with Payroll Software and Time & Attendance
• Excellent organizational skills and attention to detail

• Proficient with MS Office Suite
• Excellent verbal and written communication skills

• Bachelor’s degree in accounting or business administration or related field or an equivalent combination of education and experience
• 5-7 years’ experience managing multi-state payroll and a payroll department
• Working experience of payroll tax at the federal, state and local levels
• Prior experience with HR/Payroll ERP, time and general ledger systems required
• This is a stationary position that requires frequent sitting (approximately 95%), repetitive wrist motions, grasping, speaking, listening, close vision, and the ability to adjust focus
• It also may require occasional standing, lifting, carrying of 20lbs or less, walking, kneeling, bending/stooping, twisting, pulling/pushing, and reaching above the shoulder
• Employees in this position must be physically able to efficiently perform the essential functions of the position
