AI / ML Project Scoping + Build

I am looking for an AI / ML developer that can help me with properly scoping out a project and going through the buildout. This project will start with a scoping phase that is expected to last for 3-4 weeks, after the initial scoping of the project we will move into the build phase. I prefer an agile methodology approach so must be comfortable with scrum framework.
