James Nathaniel Refugio is a Filipino public servant, civic innovator, and emerging policy leader dedicated to advancing inclusive, data-driven, and climate-resilient development in the Philippines.
He currently serves as a Planning Officer IV (Senior Supervising Planning Officer) at the City Planning and Development Office of Naga City, where he works on strategic urban planning, economic development, participatory governance, and project monitoring reforms. His work bridges technical planning, stakeholder engagement, and evidence-based policymaking—helping align local initiatives with national and global development frameworks such as the SDGs.
Beyond government service, James is the Founder of the Bicolano Young Leaders Congress, Bicolano Young Leaders Initiatives, and Naga Humanitarian Volunteers, platforms that empower youth leadership, environmental action, and community resilience. His leadership philosophy centers on Bridging Leadership—uniting government, civil society, academia, and communities to co-create sustainable solutions.
Academically, he holds degrees in Mathematics and Education, a Master of Mathematics, and is a Juris Doctor candidate at the University of Nueva Caceres. His long-term vision is to drive sustainable urban governance, strengthen institutional systems, and help build “Maogmang Lugar”—thriving and inclusive communities—across Naga City and beyond.
