Reverse Engineer a file format

I have a file that I need reverse engineered so that I can know the Encipher and Decipher methods. I need to be able to use the solution to open up the files and save the files.

Solution must be mobile friendly.

Create a DLL that can be used to encipher and decipher the file format.
