Proposal Manager / Technical Writer

Position Summary
We are seeking an experienced Proposal Manager / Technical Writer with a strong background in analyzing government RFPs and developing compliant, compelling RFP responses. The ideal candidate will have hands-on experience working for U.S.-based consulting firms and deep familiarity with the electric, water, and gas utility industries. Key Responsibilities
RFP Review & Analysis
· Review, interpret, and summarize federal, state, and local government RFPs, RFQs, RFIs, and related procurement documents.
· Identify key requirements, evaluation criteria, scope elements, compliance constraints, and win themes.
· Develop compliance matrices and proposal outlines to guide response strategy.
Proposal Management
· Lead end-to-end proposal development, including kickoff, content planning, writing assignments, schedule management, and final delivery.
· Coordinate with cross-functional teams—subject matter experts (SMEs), project managers, engineers, and executives—to gather technical and operational inputs.
· Manage multiple concurrent proposals while maintaining accuracy and compliance.
Technical Writing & Content Development
· Write, edit, and refine proposal sections including technical approaches, work plans, staffing plans, past performance, risk mitigation strategies, and management methodologies.
· Translate complex utility-sector information (electric, water, gas) into clear, client-aligned narratives.
· Maintain a library of reusable content, templates, past performance summaries, and qualifications.
Research & Analytical Support
· Conduct deep research on utility industry trends, regulations, technologies, and competitive landscapes.
· Analyze client requirements, project specifications, and utility operational data to craft high-quality tailored content.
· Synthesize information from diverse sources into cohesive proposal responses.
Compliance & Quality Assurance
· Ensure all responses strictly align with submission instructions, RFP compliance requirements, page limits, formatting rules, and evaluation criteria.
· Perform document reviews for accuracy, consistency, clarity, and alignment with win strategy.
· Support color team reviews (Pink/Red/Gold) and incorporate feedback effectively.

Required Qualifications
· Bachelor’s degree in Technical Writing, Engineering, Business, Public Administration, or related field.
· 5+ years of experience writing and managing RFP responses.
· Experience working for U.S. consulting firms, preferably in energy, utilities, infrastructure, or public-sector services.
· Strong understanding of electric, water, and gas utility operations, infrastructure, and service delivery models.
· Proven ability to interpret and respond to detailed government procurement documents.
· Excellent written communication, editing, analytical thinking, and research skills.
· High proficiency with Microsoft Office (Word, Excel, PowerPoint); experience with proposal management tools is a plus.

Preferred Qualifications
· Experience supporting proposals for DOE, state utility commissions, municipalities, and public utility agencies.
· Familiarity with utility modernization, grid technology, AMI/SCADA systems, or capital project support.
· Ability to develop persuasive graphics, flowcharts, and conceptual diagrams with SMEs.
· APMP certification or similar proposal development credentials.
