Freelance website development using wordpress

I'm looking to develop a freelance marketplace website like ---------- where service providers would be able to bid for jobs. We want to be able to add free credits to new service providers' account upon sign up. They should be able to buy credit. The credit on their account would be used to bid for projects.
We will also need an app.
