Construction Project Manager (Bidding & Estimating)
Location: West Palm Beach, FL
Department: Construction & Estimating
Reports To: Director of Construction / Senior Project Manager

Job Summary
We are seeking a Construction Project Manager (Bidding & Estimating) with expertise in bid leveling, subcontractor coordination, and cost analysis to oversee the procurement and evaluation of subcontractor proposals for school renovation and new construction projects. The ideal candidate will ensure project scopes are fully covered, costs are accurately compared, and all compliance and contract requirements are met.

Key Responsibilities
1. Bid & Cost Analysis
Review, analyze, and compare subcontractor bids to ensure complete scope coverage and cost efficiency.
Develop and maintain bid leveling sheets, ensuring accuracy in pricing, exclusions, and compliance with project specifications.
Identify and mitigate gaps in subcontractor proposals, including missing scope items or cost inconsistencies.
Validate bidding contractors’ qualifications, including bonding capacity, experience modifiers (EMR), and SBE/MBE participation.
2. Subcontractor & Vendor Coordination
Solicit and manage bids from electrical, mechanical, plumbing, concrete, painting, and HVAC subcontractors.
Conduct pre-bid meetings to ensure understanding of project scope and requirements.
Verify that subcontractor exclusions do not lead to scope gaps or additional change orders later in the project.
Work with subcontractors to clarify scope discrepancies and negotiate pricing adjustments.
3. Contract & Compliance Management
Ensure compliance with state and local building codes, contract requirements, and project specifications.
Review and confirm that subcontractors adhere to insurance, safety, and licensing requirements.
Monitor compliance with SBE, MBE, and WBE participation goals as required by project funding.
Oversee adherence to E-Verify, background checks (Jessica Lunsford Act), and other school district compliance requirements.
4. Project Scope & Documentation
Assist in developing finalized cost estimates and work scopes for awarded contracts.
Prepare bid recommendation reports for internal review and client presentations.
Maintain and update project budgets based on final bid selections and contractor negotiations.
Ensure project pricing remains valid for contract duration and accounts for potential material or labor cost escalations.
Qualifications & Skills
Education & Experience:
Bachelor’s degree in Construction Management, Civil Engineering, or a related field (preferred).
5+ years of experience in commercial construction estimating, bid evaluation, and subcontractor management.
Experience managing K-12 school renovation and new construction projects is a plus.
Technical Skills & Knowledge:
Strong understanding of construction trade scopes, including electrical, HVAC, plumbing, concrete, and painting.
Proficiency in bid analysis tools and leveling sheets to compare contractor proposals.
Ability to interpret architectural and engineering plans (MEP, electrical, sitework).
Knowledge of public sector procurement processes, particularly for school districts.
Familiarity with bonding, insurance requirements, and permitting processes.
Soft Skills:
Strong negotiation skills to secure competitive pricing while ensuring complete scope coverage.
Ability to identify discrepancies in bids and proactively resolve scope gaps.
Excellent communication and organizational skills for coordinating multiple subcontractors.
Detail-oriented with the ability to prioritize tasks in a fast-paced environment.
