Android app developer

I have an active internet site running on WordPress. It is a business directory.
I want to make an app for the site.
I have two options:
1. Make an Android app that connects into the existing WP site and uses its database.
OR
2. Make a stand alone Android app with its own backend. (Syncing the existing WP site and the app backend will be something for the future, not now.)

I am happy to consider both these options.
Price and time to launch are major factors in deciding between them.

NOTE: The site and app are bilingual - Hebrew and English. All work can be done on the English site/app and afterwards tweaked (by you or someone else) for the Hebrew.
