Video Editor for Short-Form and Micro-Content (CapCut)

I am looking for a video editor who is proficient in CapCut to edit short-form, and micro video content. The videos will need to have captions, as well as company-provided B-Roll and music in them. The video editor will need to be creative and have the ability to make the videos engaging by using various editing techniques.
