HTML / CSS - Website Forms (Using Form Tools)

We require updates and modifications to static HTML / PHP responsive websites and addition of forms. (Familiarity with ---------- forms would be an advantage).
The ability to rezize and optimise graphics together with some SEO knowledge would also be essential.
