Developer needed to Build quality new Wordpress theme

Looking for someone skilled in HTML, PHP,wp theme,css3, java script. With skills in all aspects of building an excellent, slick looking Word press theme. This includes the back admin panel, and good experience with Graphic design.
I am willing to pay a set fee of up to $250 for design, coding etc. With prospect of future longer term employment.
Must have understanding of W3C Markup Validation as the code has to validate.
I need someone with skill and imagination to help me with this site, who is hardworking and has a pride in their work.
My priorities apart from the IT Skills required are these:
Must be excellent English speaker and writer.
Must be completely honest and reliable.
Must complete job within the time agreed.
Must be willing to give follow up support (separate rate negotiable)
I will retain complete ownership of all works relating to the site.
Some of the things I require on the site:
Content slider (with buttons), opt in form, multiple colour options, multiple widget options, video player page, picture gallery, blog, AdSense panel, short code system, Ad manager, Multiple layouts, search bar, rss, Facebook, twitter etc, etc all integrated and operable through the wp-admin panel.
