Designer and Programmer for microcontroller

I look for someone who could convert a mechanical speedometer to a electrical speedometer
like in this Video you can see this really good explained

It is a motobike speedometer with a diameter of 80mm
- the circut should be small like microcontroller that fits in the 80mm (arduino nano or micro)
- the signal comes from a hall signal (5V)
- I need a short wiring diagram for rebuild this and the source code OR platin layout to reproduce/rebuild
- this should work with the on-board voltage of 12V with overvoltage and undervoltage secure and interference signal protection from the ignition
- I need only the circut description and documentation to rebuild this
