Job Title
Administrative Researcher – Section 8 & HUD Housing Development
Position Summary
The Administrative Researcher will support the identification, research, and development of Section 8–eligible residential properties across the United States. This role is responsible for researching real estate properties, analyzing HUD subsidy rates, and executing required applications and documentation to support landlords and investors in making properties eligible for Housing Choice Voucher (Section 8) programs at the state and local level. The ideal candidate is highly organized, detail-oriented, and able to communicate clearly and professionally in English.
Key Responsibilities
Property & Market Research
Research residential real estate properties across U.S. markets suitable for Section 8 or HUD-assisted housing


Identify multi-unit development opportunities aligned with affordable housing and subsidy programs


Analyze local housing authority (PHA) requirements by state, county, and city


HUD & Section 8 Subsidy Analysis
Research HUD Fair Market Rents (FMRs), Small Area FMRs, and payment standards by jurisdiction


Compare subsidy limits with market rents to determine feasibility


Track changes in HUD policies, funding levels, and eligibility requirements


Application & Compliance Support
Prepare, complete, and submit Section 8–related applications and documentation on behalf of landlords and investors


Coordinate with Public Housing Authorities (PHAs), housing departments, and local agencies


Support inspection readiness (HQS/NSPIRE standards) through documentation and compliance tracking


Administrative & Planning Support
Maintain organized records, research files, applications, and correspondence


Develop clear research summaries, action plans, and timelines for property eligibility


Support strategic planning for the development and scaling of multi-unit Section 8 properties


Communication & Coordination
Communicate clearly and professionally with landlords, investors, housing authorities, and internal tea ---------- mbers


Provide updates and status reports on research findings and application progress


Required Qualifications
Strong ability to speak, read, and write clear professional English


Demonstrated research skills, including online, regulatory, and data-based research


Strong administrative and organizational skills with high attention to detail


Ability to follow multi-step processes and execute plans independently


Proficiency with basic office tools (email, spreadsheets, document management) MUST know Microsoft Excel Spreadsheets


Preferred Qualifications
Experience with Section 8, HUD programs, affordable housing, or housing authorities


Knowledge of Fair Market Rent (FMR) and Housing Choice Voucher programs


Experience supporting real estate investors, developers, or property managers


Familiarity with multi-unit housing development or compliance processes
