Web Development Project

Hi everyone. I am in need of a good Web Developer that can build a website for one of my clients. This will be a one time project, but when I get more projects I will keep you in mind for my next projects.

Here is a brief description of the project and business.

He has a have small scale business which he wants to turn into large scale business which is located in PA in the USA and the company is based on importing and exporting of Agriculture products such as Kola Nut, Gacillia Nut and Cocoa. He wants a website like the following with better design and appearance - http://www.agroamerica.com. This site would only be informational, and he also has the text content and the logos for the site.

Note:
1. I want the same number of pages with the example site excluding videos and blogs.
2. He wants only the English language
3 He will be providing the images, logos and content for the site.
4. i want the site up and running within a few weeks time frame.
5. My budget is $4000 to $7000

Additional notes.

If you would like to work on this project please provide with estimates of how much you would charge for a website like the above. As well as possible time frames for completion. Also I am willing to have two people hired, one for graphics and one for development work if you can't do both. But I prefer someone who can do both.

The rates are negotiable, but please send me sample of work. am interested in quality of work and NOT formal education. Quality of work shows me a lot more then where you graduated from.
