PHP Programmer / Bootstrap / UI/UX

I am looking for a second developer for an extensive project building a notary signing tool for Remote Online Notarization. This initial task will last 3 to 5 weeks and will involve assisting my full-time developer to get a scheduling tool and PDF signing tool online and operational. There may be a need for longer term development after these two elements are ---------- P, Bootstrap, UI/UX, Server Management with Ubuntu, Audio/Video integration, X.509 certificates.
