General VA who can build wordpress sites

We have a client who is looking for a general VA who can build wordpress sites and do the following:

She currently has a VA but the VA is not forward thinking and can't be left on his own without her holding his hand. She wants someone who thinks for themselves and can work even when she isn't online.

If you are able to do the following I want to hear from you:

Server management (backups, etc)
Decent graphic design
Wordpress development
Self starter
Social media management
Hoot suite
