Build Web App: PDF Application Form Converter

Our company provides loans to small businesses and we receive loan applications from our partners in PDF format. We need a software tool that can help us quickly convert these PDF application forms into our own PDF application form with our company's logo and ---------- addition, we plan to license this software to other companies that also receive loan applications in PDF format from their partners. These companies will be able to use the software on a usage basis.

The software tool should have the following features:

1) Upload Old PDF Application Form: The software should allow the user to upload an old PDF application form that needs to be converted.

2) Convert to New PDF Application Form: The software should automatically generate a new PDF application form with our company's logo and information based on the uploaded old PDF application form. The output file should have a simple and reusable template that can be easily customized by users to match their own branding and information.

3) Field Mapping: If the software detects a new application format, it should ask the user to map out the fields, but they should only need to do it once. For future uploads of the same format, the software should remember the mapping and automatically generate the new PDF application form.

4) Download New PDF Application Form: The user should be able to download the new PDF application form with our company's logo and information.

5) Licensing: The software should be designed to be licensed to other companies that receive loan applications in PDF format. The licensing should be on a usage basis and the software should include features such as user management, usage tracking, and billing.

We are open to suggestions on the technology stack and programming language used to build this software tool, but it should be reliable, scalable, and easy to use. Please provide an estimated timeline and cost for the development of this software tool.
