Google SEO, Local SEO, Google Business Profile Map Pack

I am looking for someone that is an expert in local SEO and ranking a Google Business Profile in the map pack (top 3) for my lead generation company. So I would the website to be ranked in the number 1 spot in the organic search, but also have a GBP ranked in the top 3 map pack.

As an example- If I wanted to rank my website and GBP in the top organic and top map pack for the search term "concrete contractors Cookeville tn" or rank a different website in another area for the search term "concrete contractors Racine wi".

Please let me know the following: Based on the competitors in the search for these two examples let me know if it would be possible for you to do this. The difficulty of the task? How long it would take?

It would involve both on-site and off-site SEO, back linking, citation building, etc.....
