Computer programer creating and designing a custom CRM software with sample tracking

Looking for a programmer that can create a CRM using a RBAC(role based authentication control) system

PHP, PostgreSQL database is ideal.
We will want to have some sort of csv upload where sales reps could upload a file they create so they can mass upload all their collections/units etc for their  ---------- stead of having them use your web GUI to do one at a time. (Selling feature here)
