Transfer (copy and paste) website pages of content to a new NEO basic blank template and fill in metatags etc.

I have a do-it-yourself website hosted by Network Solutions, with an Image Cafe publishing tool that is no longer supported. I am transferring the pages and content to a new platform, a NEO do-it-yourself template. Both websites are hosted by the same company. But I'm not getting the work done and want help to finally get a new website published. Content needs to be transferred, and each page built but every thing is very simple and text heavy.
Also, seo words and meta tags need to be filled in, all the links checked, and it needs to be made Google friendly. I update the site myself with psychic horoscopes Monday-Friday; I also want an assistant that likes astrology.
