Video Editor

I am looking for a video editor that would be responsible for editing my full video into YouTube shorts with captions and to create thumbnails. Similar to this video: ---------- .The videos are no more than an hour. Must be able to have a quick turnaround. I will pay per video and not by hour. Must be able to have a quick turnaround within 2 ---------- nd links to at least 3 videos that you have edited in the past (must include captions and thumbnail examples).
