Make an existing website WCAG 2.0 compatible, develop mobile version plus more

I have a website which is built in Symfony1.*
I now want to make it WCAG 2.0 compatible. Only apply if you know how to do this. The compatibilty has to do with making the website fit for persons with disabilities.
We also want to make the website navigatable with keyboard also. And apply text to speech for all the pages.
The work consists of:
1. Make the website WCAG 2.0 compatible
2. apply text to speech
3. make keyboard navigation possible
4. develop the mobile version of the site
