Need a wordpress high tech startup site

We are a startup launching a world class web development tool. I need a UI designer to take me through the process of Strategy | Scope | Design | Build. to create a fully functional (version 1) a high tech web site. We need a section for blogs and a contact us page at a minimum. I need a fully functional website in 3 weeks. For content, I will provide the actual content, but it needs to be styled and follow a UI design. I will provide hosting and a domain name and logo.

Provide a proposal what I can get for $600 fixed price or an example of a web site I can get for $600.
