Animator for Fun Parody Music Video

I am creating a fun animated cartoon/parody of a popular song (Shaggy's "It Wasn't Me") and need some help creating characters and animating scenes.

I have a description of each scene, and need an animator to bring it to life with:
* Mood boards
* Storyboards
* Animation
* Sound Effects

The quality should be in this ballpark:

The duration of the video should be about 90-seconds, and the final video will need to be completed within the next 4-weeks.
