Angular 11 site - Add SVG comments to PDF document

Short term project. Looking for someone with Angular 11 experience to make a website PDF viewer. Primary goal is to open PDFs in Angular 11 and place comments using SVG objects on the PDF pages. Typical PDF comment types - Sticky note, stamp, arrow, rectangle, oval, etc.
