iOS app creation

I am needing users to submit information into an app. Along with pictures. Without having prior addresses be duplicated. If an address is entered by a different individual which was previously entered an error message will pop up indicating address has previously been entered by another user. All Users should have access to see updates toward completion on addresses they have personally entered.
