Developer to make scripts and other automations (i.e. HTTP status codes)

We are currently looking for a developer who can make a specific script for us as described below.

If we are happy with the end result, communication and the speed of the development we will want to work more often with you. We run several websites and are often looking for help with scripts or other (WordPress or Laravel related things).

This can become long-term cooperation with frequent tasks you can do on your own time when you ---------- hard deadlines or time zones. So it's very flexible and relaxed.

This task now just be a simple proof of concept, that can be made in your own environment or we can provide a test environment.

Task description:

Prerequisites: the script must be able to be run as a cronjob.

1. It checks a list of domains based on a query on a MySQL database based on the oldest timestamp it was checked or never checked (new domain in the list).
2. Can check multiple domains each time it runs.
2. Store the current HTTP status code in the MySQL table
3. Overwrite the status code if the status is different from the last time it ran.
4. It stores the old status code in another column
5. Store the timestamp of the check.
6. Store the number of checks it ran (each time +1)
6. Reset the number of checks to the value 1 if the status code changes
7. Sets a column check_status to the value 'excluded' if it ran more than 5 times and the HTTP status code is other than the value 200.

End goal: we will run this script in a cronjob each minute to continuously check 25.000 websites in a loop. Maybe 10 domains each time it's run, or more frequently if possible.

What are we looking for:
- your hourly rate in USD
- how many hours do you think it will take you to make this specific ---------- is basic SQL and some PHP, Curl or Python to make this and shouldn't be that hard.
There are example codes on the internet to be found easily.
