Wordpress developer

I'm looking for a talented wordpress developer to work with me on creating beautiful websites for my clients. You must be able to and have experience in:
- completely modifying existing wordpress themes to do anything we want
- create custom plugins when required
- create wordpress themes based on a photo shop template
- be confident in moving a site from a development server to a clients live site
- populate a theme with content

Initially looking for someone for three months - 20 hours per week, but this may continue after this period
