Project Manager/Operations Manager

I have a small software agency (3 people) running out of an office in Batangas. The team have been working for me for 5 years and are quite skilled. However, they lack proper processes + professionalism. I'm looking for someone who has run an agency before, who can put good processes in place for:

1. Managing projects - who's working on what? when will the work be delivered?
2. Managing cashflow - when are we expecting payment to be made?

Ideally you would have experience working with software developers previously.
