Google App script Coder needed to enforce validation rules for data entry and create custom report

My requirement is to create an app script for my Google SpreadSheet which will contain two worksheets - Data Entry & Report.
The Data Entry worksheet will contain data from my manufacturing concern about various raw materials incoming/received and various raw materials consumed. I need to enforce validation rules for data entry.
On the Report worksheet the user should be given an option(based on criteria (Date) entered by the user) to generate a custom report from the data on the DATA Entry worksheet.

Requirement for validation on the Data Entry sheet:
1) On the Date Column the Date should not be more than "Today". Also it should not be more than seven days away from today.
2) After a data entry has been done/submitted on any row any modification should only be allowed after the user has keyed in a comment (on why the modification is being done..).
3) Max. 3 times Modification of any row should be allowed to the user.

Requirement for Custom Report on the Report Sheet:
1) The user will choose any date for which he seeks to generate the report.
2) Based on the Date Chosen (say X) The Opening Stock Qty on X Raw Materials incoming/received Qty on X Raw Materials Consumed Qty on X and Closing Stock Qty on X should be displayed.
3) Grouping of certain items and subtotals for example various grades of Manganese Ore grouped and sub-total should be displayed.
4) There will be two additional columns for Raw Materials Incoming Qty and Raw Materials Consumed Qty till X that Month. For example if X is 16JAN2022 then all Raw Materials Incoming Qty and Raw Materials Consumed Qty in JAN2022 till 16JAN2022 shall be aggregated in the respective columns.
5) There will be additional columns for % of sub-total. i.e. All the values in the Raw Materials Incoming Qty and Raw Materials Consumed Qty columns should be displayed as a % of sub-total. For Example if the Manganese Ore Grade 34 Consumed Qty value is 70.00 Tonnes and Subtotal for Manganese Ores Consumed Qty value is 200.00 Tonnes then this column will show 35% against Manganese Ore Grade 34 row.
