Google Adwords SEM expert for small campaign

hello there,

we have just launched a new fun free pet app https://itunes.apple.com/us/app/happy-dog/id1011964386?mt=8

and want to set up a small Google Adwords campaign to test the market and drive downloads.

also open to any other smart and cost effective digital marketing ideas to help growth quickly.

i need someone only that has experience in SEM and is an expert, i don't need someone that is just beginning or is currently 'reading more about it' :)
