PHP portal development

We're a small company. We are looking at a project that would build a web portal that would have the following features;
1. Forms for customers to fill in / update personal details (extensive forms covering a lot of personal information)
2. Status information (obtained from vtiger system or database)
3. Ticketing system for clients to raise questions, receive answers
4. Administration section for us to update information centrally that will trigger notifications to customers based upon certain criteria
5. Transfer of information from our database to webforms in another system (this is a government system that we have login access to only, scripts would need to log on to remote system, select appropriate pages and then populate database from our database)
6. Filling of PDF forms from database

This will require close working arrangement. We require a programmer who can work independently to cover analyst/design/programmer. We would require the solution design for each piece of work before being implemented.

Database design would be done largely by us but reviewed with the programmer.

Possible integration to joomla might be considered later (would consider wordpress instead if there were advantages). We prefer development to be in PHP under scriptcase (but scriptcase is negotiable, it's preferred for ease of modification later)

This is large project and we would want to do it in stages that let us use the system as it is developed. The expected stages are:
1. Basic customer portal with status information from vtiger
2. Forms for customers to fill in / up date
3. Filling of remote webforms based upon our database
4. Ticketing system
5. Other functions as required

We would like a full time programmer working on this.
