ADVANCED SEO

Hi, I'm looking for an SEO expert with 100% focus to get the job done correctly.

I need advanced offpage SEO for my newly launched website, all must be white hat, penguin and panda safe and 150% unique and manual content never spinned. Backlinks and everything else must be high authority ranking sites/blogs. I'm on a budget so will only be for P/T.
