Solidity Token Contracts

We are looking for 2 token contracts:

1) A token that acts like a buy one get one free coupon (BOGO), where the user pays a transaction fee for our service and automatically gets these tokens for free. Then they can pay future transaction fees with those tokens. The issuance and redemption rate of the BOGO tokens is tied to GWEIs of ETH whereby it increases everyday for thirty years. For example, if the user has a $10,000 transaction, the transaction fee would be $30. But a week later the coupons might pay for $33 worth of transaction fees because of the increased issuance/redemption rate. I'm not sure if this is something that would be hard coded into the smart contract or if it's part of our server to define the issuance/redemption rate.

2) A governance token that is issued for free to people who stake their BOGO tokens. These tokens would also have a variable daily issuance whereby each day less governance tokens are issued as staking rewards.
