Excellent Web Development Project Manager and Developer

We are a fast growing US based web development company that is in need of someone that can facilitate communication between our clients and our developers. We need someone with excellent English speaking and writing skills that has a thorough understanding of web development technologies and that can take requirements from clients (through tickets or email), clarify those requirements with the client, and work with developers to ensure the tasks get done as required by the clients. In addition, we need someone that can sit in on Skype calls with clients and take notes, ask questions to clarify points, and then create projects and tasks from those conversations. Finally, we need someone that doesn't mind helping out with other administrative tasks (e.g. helping to look for developers, working with designers on wireframes, etc).
