Rabbitmq Cluster on Windows Servers 2019

Rabbitmq cluster on windows servers
Need help to create Rabbitmq cluster (3 nodes)
All nodes are on windows server 2019 on aws ec-2 instances, each server is having rabbitmq installed on it
we want to create a cluster on all those three nodes
and want to create a mirrored queue and be sure the mirroring is working
It's only configurations ... every required software is installed
all ports are opened
firewall is configured
the only issue is : not able to create the cluster
node2 and node3 do not able to join cluster on node1



This environment is as much as possible close to my production env .. so I'm trying to create a test env to do our test and to try the mirroring and clustering on it.
And my team will replicate and repeat the steps on the production env (on-prem - offline servers)
