I need paid guaranteed USA/International signups for low cost programs

I have two lost cost programs and I need paid USA/International signups. i am looking for a person that can help me with this task. I am looking for 50-100 signups a week, and can discuss the numbers when I speak with candidates. I would like to get an ongoing person and work long term on the project.
