Top HTML + CSS responsive code + designer

I'm in need of a proficient in HTML + CSS who can code fast, compliant, cross-browser responsive web pages.
You need to be able to code a page from scratch ( you can use libraries such as bootstrap ) given a PSD file, or an example website.
When there is no HTML + CSS work, you will be creating designs using an online design tool, experience with the tool not required, but need to be creative and have an eye for design.

Full time position is available if you are also able to to research and write great content for SEO as well as for reading.
