Blogger with SEO experience

I am looking for someone who can create me 2 Blogs per week, each blog being approx 400 words. Then posting the blog relevant images (which you can get from Royalty Free websites) and then optimising the blog Title, Meta Description etc.

What I would like to know is:

1) My industry is landlord gas safety certificates, electrical certificates etc. So how would you find content on this and what is your knowledge in this area?

2) How will you ensure all the content you write is according to UK laws and regulations?

3) What process and tools would you use to research what QUESTIONS people are commonly asking and you can then write about?

4) Are you able to show me examples of Blogs you might have written?

5) Do you have experience in using Wordpress so that you can then publish blogs, resize images?
