Maps development - shortest trip for every technican

Hello we have a customer in germany they need a planing tool for his technicans and looking for a developer.

The company have 10 technicans and a customer have 300 locations and will install new hardware for example. The customer recieved all adresses via csv by mail.
The application is prefered as mysql / php or web application.
- Customer upload adresses via csv to website or entering adresses on website
- If the address is not unique , the corresponding address is displayed
- webapp is using a free api or google maps / openstreet maps etc. service
- optimation for shortest stop for every technican on route plan or trips
- Customer can split route for 1-2-3 or more technicans and software is optimation for shortest trips
- customer can enter working hours for example driving time max. 5 hours and 3 hours working time
- webapp is splitting and say you need a technican more for this project or 2 weeks longer
- Export as CSV for every technican
- View map and print for every technican
