Experienced WP Developer - Build Custom & Advanced Plugins Customization

Looking for an experienced wordpress developer that knows how to modify plugins and build custom things and hookups things, API and know good UX to have professional feeling to the end customer.

I am Entrepreneur Building projects from time to time. some of them are:
I worked with other developer on those things but he has issues like bugs, bad UX, not delivering on time, barely available and things take edges and messed up..

I am looking to replace him with new developer a lot more experienced and with UX knowledge

1) WooCommerce Fruit Store - smart plugin build based on kg/units working with unit weight and making calculations automatically with floating cart
2) Quiz to Leads and selling them automatically to business owners
3) Audio Player with waveform having custom buttons on it and easy interface to upload them

first 2 project are made and needs optimization

old developer said those are the requirements for my projects:

- Practical experience in writing full pledge plugins from scratch by incorporating multiple existing functions and plugins available on WordPress.
- Moderate experience in plugin development for WordPress.
- Know about how hooks and filters work of WordPress.
- Out-of-the-box thinking to achieve any development goals with unique scenarios.
- Good understanding of front-end technologies, including HTML5, CSS3, JavaScript, jQuery
- Experience building user interfaces for websites and/or web applications
- Experience designing and developing responsive design websites
- Comfortable working with debugging tools like Firebug, Chrome inspector, etc.
- Ability to understand CSS changes and their ramifications to ensure consistent style across platforms and browsers
- Ability to convert comprehensive layout and wireframes into working HTML pages
- Knowledge of how to interact with RESTful APIs and formats (JSON, XML)
- Proficient understanding of code versioning tools such as Git, SVN, and Mercurial
- Strong understanding of PHP back-end development
